Question: What is Deaf Community Support Services at the Regional Center for Independent Living (RCIL)?
Answer: RCIL is one of many Independent Living Centers in the State of New York. It was started in 1966 as the Organization for Accessible Buildings by a group of persons with disabilities who wanted to live in a community without barriers to their inclusion. DCSS (Deaf Community Support Services) is one of many programs at RCIL. DCSS works with individuals in advocating for their rights, locating needed services in the community, strengthening independent living skills, and maintaining community involvement. DCSS also assists families, caregivers and service providers identifying community resources, providing technical assistance, and coordinating outreach programs.
Question: I have a problem with SSI (Social Security Incentives)/SSD
(Social Security Disability). I'm confused about the SSI/SSD rules. Can
I go to RCIL?
Answer: Yes. RCIL/DCSS has the ability to provide benefits advisement and advocacy on SSI /SSD issues. Services include, but are not limited to, assisting with the applications, work incentives, and the appeal process.
Question: I need health insurance for my family. Can I apply
for Medicaid for my children and myself with assistance of RCIL/DCSS?
Answer: Yes. RCIL/DCSS staff will explain the qualifications and guide you through the application process. Many low-income individuals are eligible for Medicaid. If you are not actually qualified for Medicaid, RCIL/DCSS can give you some suggestions on other possible alternatives.

from RCIL/DCSS?
Answer: Yes. RCIL/DCSS offers services to Deaf/Blind consumers.
