Getting Tools & Training for Work

By Jesse R. Bishop, Client Assistance Program Coordinator

The Client Assistance Program (CAP) is a network of advocates assisting New York state residents with disabilities in acquiring services, equipment and training necessary to be gainfully employed. CAP is an independent agency administered by the New York State Commission on Quality of Care.

CAP is available to people with disabilities to help them understand the purpose of the Commission for the Blind and Visually Handicapped (CBVH) and Vocational and Educational Services for Individuals with Disabilities (VESID), as well as how these organizations work. CAP advocates help to:

  • Resolve disputes and complaints with the CBVH and VESID;
  • Speed up access to services;
  • Enhance communication between vocational rehabilitation counselors and consumers; and
  • Provide consumers with linkage to services and trainings that can potentially lead to employment.

Whether you are an applicant for CBVH or VESID services or already receive them, CAP can assist you in reviewing your Individualized Plan for Employment (IPE) and confer with you regarding available options, as well as answer your questions regarding training, services and employment. As your advocate, CAP works on your behalf to ensure that your interactions with these agencies go smoothly.

The Western New York office of CAP serves people with disabilities in Chemung, Livingston, Monroe, Ontario, Schuyler, Seneca, Steuben, Tompkins, Wayne and Yates counties. If you have any questions regarding CAP services, please feel free to call Jesse Bishop at (585) 442-6470.
